Ask the host of a gathering, the bartender or someone who appears connected who would be good to meet there. You can walk past a conversation, listen in and say "Excuse me, I couldn't help but hear, did you say..." then get past the discomfort and you will be in the conversation. Then you can ask them who's good to meet there.
